What is going on in Amsterdam in 1633?

Can anyone give me a sense please of why Henry Beere is being questioned here? Is he the accused and, if so, what is the allegation?

Dear Peter,

 

Translation:

Henry Beere [spelled as Hendrick Bier], Englishman, has been ordered by the aldermen not to molest his wife Jannitgen Willems, whom he divorced. Not obeying this order will be penalized by detention in the house of correction. This order was registered on the last day of August 1633.
