Help with transcribing/translating C17 Dutch MS

Hello all,

In my dissertation research, I have been working on a mathematical manuscript from the seventeenth century (1630s) that is mainly in Latin but contains some Dutch passages, and there is one in particular here that I am having difficulty transcribing (let alone translating), mainly due to my limited knowledge of Dutch. It begins after "folio 2, linea ..." and ends just before "Priora verba, alias explicui." I believe the name mentioned right after the underlined text is "Otter" (sc. Christiaan Otter).

Any help here with this Dutch text would be very much appreciated as I try to make sense of this difficult manuscript and continue my research!

This deals with underdetermined systems where there are more unknowns than equations. Such systems have infinitely many solutions, There are mathematical methods to find the so called “best” solution.
