1663-Criminal 'in exile'?

Attached is a document featuring Philip van der Bilt and Heiljge van Straten.

Is it possible to tell why they are recorded as 'criminal' and 'in exile'?

De heeren van de weth der stad Delft hebben om gewichtige
redenen haer achtbaren daertoe maekende Philps van der Bilt ende Heyltge
van Straten sijne huysvrouwe ontseyt ende ontseggen deselve mits desen
de voorsz. stad ende vrijheyt vandien, ende belasten deselve dienvolgende binnen
den tijt van drie dagen daeruyt te vertrecken ende noyt daer wederom binnen
te comen op peyne van  meerder straffe. Gedaen bij de heeren van de weth
den 28 Maert 1663.

De redenen van de nevenstaende ontseg-
ginge sijn bestaende in de veelvoudige
claghten ten opsichte van de fameuse tapner-
ringe ende huyshoudinge van Philps van der
Bilt ende sijne huysvrouwe ende dat door de-
selve veele eerlijcke luyden kinderen tot
debouche sijn aengelockt ende verleyt
geworden, dat oock daerbenevens door
deselve huyshoudinge ten dage van ontseg-
ginge een grooten brant is veroorsaeckt,
waerdoor den eygenaer van haer huysinge
ende eenige van haer nagebuyren grootelijx
sijn beschadicht.

Den 18 Juny 1670 Philps van der Bilt ende Heyltge van Straten sijn huysvrouwehaer buyten consent vervordert hebbende
binnen dese stad te comen ende daerop geapprehendeert sijnde, sijn deselve ten voorsz. dage weder gerelaxeert, des is
haer serieuselijck aengeseght dat sij hetselve naer desen niet mede en sullen bestaen te doen off dat alhier we-
derom bevonden werdende publyqelijken sullen werden gebannen ende wijder soodanich gestraft als naer exigentie
van saecken alsdan bevonden werden sal te behoren.

In den jare 1671 bij Van der Bilt bij requeste versocht sijnde dat alhier met ende beneffens sijn huysvrouwe metterwoon
wederom mochte werden geadmitteert, is goetgevonden daerop voor appostille te stellen, in desen en can niet getreden werden ende werden den suppliant ende sijn huysvrouwe gelast haer niet te vervorderen binnen dese stadt ende vrijheyt van dien te laten vinden, op peyne van

Oh my goodness Geert, that sounds pretty serious.

I've tried 'google translate' for 'taper-ringe' but I haven't been able to understand the result. Can anyone explain briefly what the problem is? (leading children to debouchery?) 

And so 7 and 8 years later, after Philip and Heyltge were first being banished from Delft they were petitioning to return- without success I assume?

Geert beat me by a few minutes :)

This is a remarkable document. The main text states that the aldermen of Delft had decided on 28 March 1663 to banish Philps van de Bilt and his wife Heyltge van Straten from Delft and the jurisdiction of Delft for life 'because of severe reasons'. It also states that the couple had to leave Delft within the next 3 days. In case they would return to the city or the jurisdiction of Delft, they would be punished 'more severely'.

The text in the left margin specifies the 'severe' reasons: there had been many complaints against the pub run by this couple and also about their housekeeping. They had led 'the children of many good folk into debauchery';  in addition, their bad housekeeping had caused a large fire, damaging both their own home as well as those of their neighbours and causing a great financial loss to the owner of their home (which they apparently rented).

The two paragraphs at the bottom are the result of requests made by the couple to return to Delft in 1670 and 1671 respectively. In both cases, their requests were denied.

Dear Anne, the tapneringe is a tappery, alehouse, literally a "tapping business". There were many complaints about it, especially because children were enticed to debauched behavior. and on top of this all a great fire damaged the houses of neighbours. In 1670 they apparently were again admitted into Delft after severely warning them not to behave thus badly again. In 1671 they applied again to the city, but in vain.

@René, I follow your explanations for 1670 and 1671, the 1670 sentence is particularly difficult to interpret...

Thank you all for your contributions to this most intruiging document.

I think I read that Philips van Blit was an 'innkeeper' so that fits. It would be interesting to know where his inn was in Delft where all these problems occurred.

Helyltge was the cousin of Jannetgne van Straten who ran (properly I hope!) the Moorshead pottery factory in Delft from 1671.
